It's much easier to define the character encoding in HTML5. And if you're looking to make things transparent, there are CSS browser extensions that can help you do that in nearly every browser currently in use. And Darla has written an excellent article on DocBook that introduces you to this important XML specification.

There are hundreds, if not thousands of different web editors available for you to use. I have a script to help you find the perfect web page editor, but sometimes it's easier to see reviews of editors by other people and decide based on their opinions. Character Encoding is Much Easier in HTML5
HTML5 takes the standard META tag for identifying the character encoding and simplifies it. And this is good because it's very important to include the character encoding of your documents to avoid XSS attacks.
